Water Pumpers Advisory Committee (WPAC)

The Water Pumpers Advisory Committee (“WPAC”) is an advisory body established to review replenishment assessments and the District’s annual operating budget, including reserve funds maintained by the District.

The WPAC shall consist of nine (9) members who shall serve three (3) year, staggered terms and who shall be elected from among representatives of producers who are owners or operators of groundwater producing facilities and/or water rights holders that are subject to the replenishment assessment levied by the District pursuant to CA Water Code Section 60317.

There are three (3) categories of members (each a “Membership Category”):

  • Category A: Three (3) members shall be selected by the Central Basin Water Association; and
  • Category B: Three (3) members shall be selected by the West Basin Water Association; and
  • Category C: Three (3) members shall be selected by vote of the following entities with water rights in both basins (dual-basin) from among the large dual-basin pumpers consisting of: the City of Long Beach, the City of Los Angeles Department of Water and Power, California Water Service Company and Golden State Water Company.

Members for categories A & B shall be selected by each respective water association, membership in each association shall not be a requirement for eligibility to be selected as a WPAC member. 

Members for Category C shall rotate annually out of the four dual-basin pumpers identified above.  With one entity not serving each year.   Dual basin pumpers identified in category C shall not be eligible to serve as members of Categories A&B.

The selection of WPAC members shall be conducted and reported to the District no later than July 1st of each year.

The District shall maintain records consistent with the California Public Records Act regarding all proposed projects, the recommendations of the WPAC and the final decisions made by the Board of Directors with regard to the WPAC recommendations. The WPAC shall at all times comply with the Brown Act and all other laws applicable to public bodies in the conduct of its business.
