How WRD Procures Goods and Services

The Water Replenishment District (WRD) procures goods and services to support its administrative, operational, and capital improvement needs. The District is committed to ensuring that all procurements result in the acquisition of goods and services in the appropriate quantity, of high quality, delivered in a timely manner, and at a cost that represents the best value to the District and its ratepayers.

WRD also strives to maintain fair, transparent, and equitable procurement practices that provide qualified vendors with the greatest opportunity to participate and compete in the District’s contracting and purchasing activities.

Bidding Opportunities

The Water Replenishment District (WRD) utilizes Bonfire, a fully automated, web-based procurement and vendor management platform. Bonfire serves as the District’s official system for issuing solicitations, receiving and evaluating bids and proposals, and managing vendor communications. The platform enhances efficiency, transparency, and accountability throughout the procurement process while providing vendors with a centralized and accessible means to participate in WRD’s contracting opportunities.

All of our Requests for Proposals (RFPs), Requests for Bids (RFBs), and Requests for Qualifications (RFQs) can be found at the WRD Bonfire Hub (https://wrd.bonfirehub.com).

Vendor Registration

Vendors must register within the Bonfire system to receive notifications of current and upcoming solicitation opportunities. It is the vendor’s responsibility to ensure that all contact and address information in their Bonfire profile remains accurate and up to date at all times.

Diversity in Business (DIB) Program

The Water Replenishment District (WRD) is committed to fostering inclusivity and expanding opportunities for diverse businesses through its Diversity in Business (DIB) Program. This initiative encourages participation in WRD’s competitive solicitation process by offering incentives to the following business classifications:

  • Small Business Enterprises (SBE)
  • Disabled Veteran Business Enterprises (DVBE)
  • Local Business Enterprises (LBE)

Certification Criteria:

SBE Certification:
 Vendors must be certified as a Small Business by one of the following:

    DVBE Certification:
     Vendors must be certified by the California Department of General Services (DGS).

    LBE Eligibility:
    A Local Business Enterprise is defined as a business that has maintained a physical location:

    • Within WRD’s service area, or
    • Within five (5) miles of WRD’s service boundaries
      for at least six (6) consecutive months prior to the bid or proposal deadline.
