Project Updates

The Torrance Groundwater Desalter Expansion (TGDE) project is currently underway, with construction ongoing throughout the City of Torrance. The project will increase capacity to up to 7 million gallons per day (up to 2.3 billion gallons per year) at the Robert W. Goldsworthy Groundwater Desalter Facility. Project completion is expected in 2029, which includes:

  • 4 new extraction wells, and incorporating an existing well
  • 1.5 miles of raw water pipelines
  • New process expansion building with 2 additional reverse osmosis trains
  • Added cartridge filters
  • Upgrades to the chemical feed and electrical systems
  • New SCADA controls
  • New CO2 post-treatment addition

June 10, 2026 - Groundbreaking 
On June 10, 2026, WRD and the City of Torrance celebrated the groundbreaking of the Torrance Groundwater Desalter Expansion with community leaders, marking a major step toward securing the region’s water future.
