With a robust career spanning over two decades, Joel Blair currently serves as the Manager of Engineering at the Water Replenishment District.  Before joining WRD, Joel managed a multi-year, $120 million portfolio of capital improvement projects, overseeing all phases from planning and design to construction and delivery as an Engineering Supervisor at the West Basin Municipal Water District.

Mr. Blair has also served as an Environmental Engineer at Disneyland Resort, where he was responsible for ensuring environmental compliance across various capital and maintenance projects. He led efforts on multi-year capital projects and asset maintenance, managed consultants, and developed tools for tracking project compliance.

Earlier in his career, Mr. Blair served as a Senior Project Engineer at Orion Environmental Inc. where he managed the investigation and remediation of contaminated sites, assembling teams of internal staff and consultants to handle clients’ environmental liabilities. His responsibilities included designing and executing investigation plans, conducting remediation strategy workshops, and negotiating with regulatory agencies for site closure.

Joel Blair holds a B.S. in Chemical Engineering from the University of California, Los Angeles. He is a Registered Civil Engineer with the California Board of Professional Engineers, Land Surveyors, & Geologists.
